Nakheel issues the NOC through onlineservices.nakheel.com. The portal is organised by role rather than by task, so an owner request goes under the Owner track while the contractor's registration and permits run separately. Expect drawings, trade licence and insurance, a refundable deposit, and agreement to community working hours.
Access passes, and the lead time
Operatives and vehicles need passes to enter. Nakheel's guidance is that long-term access requests go in three to four working days ahead, with approval typically one to two days after that. It is the item most often left too late, and a delivery without a vehicle pass does not wait at the gate — it leaves.
The authority permit
Where the works touch structure, drainage or the approved layout, an authority building modification permit is required on top of the community NOC. Consultant drawings are prepared and submitted before anything is demolished. Work that stays inside the existing layout frequently needs no permit at all, which is worth establishing early because it removes several weeks from the programme.
