The Single Most Under-Priced Item in Dubai Renovation
If you take one thing from this site, take this: mechanical, electrical and plumbing works are the reason renovation budgets move, and they are the item most frequently missing from a cheap quotation.
In a villa over fifteen years old the wiring, distribution board, pipework and AC are commonly at or past their design life. That is not a problem while everything is closed up. The moment ceilings come down and walls open, replacing them stops being a choice — you cannot responsibly close a wall over failing pipework, and no electrician will certify a circuit they know is inadequate.
This is how a renovation quoted at AED 600,000 finishes at AED 900,000. Not because anyone acted in bad faith, but because the survey was never done and the item was never priced.

Doing MEP work as part of a wider renovation is dramatically cheaper than doing it later, because the ceilings and walls are already open. Retro-fitting a rewire into a finished house means chasing walls, lifting ceilings and redecorating throughout, and can easily double the cost.

What We Typically Find
The things worth knowing before you set a budget.
Everything is at the same age
In a villa of fifteen or twenty years, the wiring, the pipework, the drainage and the air conditioning were all installed together and have all run the same length of time. They do not fail one at a time by arrangement.
The board is usually the limit
Consumer units from that era frequently lack both the protection and the capacity a modern appliance load needs. It is the first thing to look at and the thing most often overlooked until second fix.
Pipework and water quality
Older galvanised and early plastic systems suffer scaling and pressure loss. Replacing the visible fittings while leaving the distribution behind them is why a new bathroom still has poor flow.
Drainage falls and venting
Falls that were marginal when built and have settled since, and venting that was never adequate. Both show as slow drainage and smell, and both are only accessible when floors and ceilings are open.
Access is the cost
MEP materials are a modest share of an upgrade. Chasing, lifting ceilings, making good and redecorating is most of it, which is why doing this work during a renovation rather than afterwards is so much cheaper.
Doing half of it
The most expensive version is a partial upgrade that leaves new work connected to old. It costs most of the disruption for part of the benefit, and the remaining old sections fail on their own schedule.

What has to be in place before work starts, and how long it realistically takes.
Usually no permit, with one exception
A full MEP renewal that replaces services in their existing routes changes neither structure, drainage positions nor the approved layout, so an authority permit is frequently not required. The exception is drainage: relocating a soil or waste run does trigger a permit, and on an MEP upgrade that is often tempting because the floors are already open. The community NOC is required regardless, for access, contractor registration and working hours.
The authority permit, where it applies
Where the works touch structure, drainage or the approved layout, a Dubai Municipality modification permit is required as well — or the equivalent from your district's authority, since Palm Jumeirah goes to Trakhees and the Barsha Heights districts to DDA. Work staying within the existing layout frequently needs no permit at all.

How do I know if my villa needs rewiring?
Age is the main indicator. Villas over fifteen years old frequently have boards without adequate RCD protection, circuits undersized for modern kitchen and AC loads, and cabling near the end of its life.
Nuisance tripping, warm socket faceplates, discoloured outlets or no RCDs at all all point the same way. A survey settles it definitively, and it takes an hour.
Can I rewire without stripping the whole house?
Partially, but it is rarely economic. A rewire needs access to every circuit route, which in a finished house means chasing walls, lifting ceilings, then making good and redecorating throughout.
As part of a renovation where surfaces are already open, the same work costs a fraction. If you are renovating anyway, this is the item to bring forward rather than defer.
Do MEP works need DEWA approval?
Alterations to the incoming supply, load increases and new connections require DEWA involvement, and the work must be carried out by an appropriately registered contractor.
Internal circuit alterations within the existing supply generally do not, but they still require proper testing and certification. We manage whichever route applies to your property.
When does a villa need a full MEP upgrade?
When the installation is at or past its service life, which in this climate is around fifteen to twenty years for most of it. The indicators are a consumer unit without adequate protection or capacity, falling water pressure, slow drainage, and air conditioning that has never performed properly.
Why is it so much cheaper during a renovation?
Because the cost is access, not materials. Chasing walls, lifting ceilings, making good and redecorating is most of the figure, and a renovation opens those surfaces anyway. Doing MEP afterwards means opening a house you have just finished.
Can I do it in stages?
You can, and it is usually the most expensive route. Partial upgrades leave new work connected to old, which means you pay for most of the disruption and get part of the benefit, and the untouched sections then fail on their own timetable.
Does an MEP upgrade need a permit?
Often not, where it is replacement in existing routes and does not change structure, drainage positions or the approved layout. Relocating drainage does trigger a permit. The community NOC is required regardless, for access and contractor registration.
What certification should I receive?
Test results and a completion certificate for the electrical installation, commissioning records for the air conditioning, and pressure test records for the pipework. Keep them — they matter at resale, they matter to an insurer, and they are the evidence the work was tested rather than merely done.
