Renovating in Downtown Dubai
Downtown is Emaar territory, and Emaar runs its buildings tightly. Fit-out works need building management consent alongside the authority permit, and the documentation expectations are higher than in most of the city.
The stock is largely premium, much of it now ten to fifteen years old. That is old enough for original finishes to look dated and for some services to warrant attention, but young enough that most work here is upgrade rather than repair.
The other factor is what clients want. Downtown apartments are frequently renovated to a specification where joinery, stone and lighting lead times set the programme rather than the building work.

What We Typically Find in Downtown Dubai
The things worth knowing before you set a budget.
Strict building management
Emaar buildings expect proper method statements, current insurances and a contractor with a record. Submissions are reviewed rather than rubber-stamped, and a weak one is refused.
Specification-led programmes
Stone, joinery and imported sanitaryware lead times drive the dates. Ordering against a measured bill at the outset is what keeps a Downtown refit on programme.
Dated premium finishes
Ten to fifteen year old apartments finished to what was then a high standard now read as dated. The work is upgrade rather than replacement, which is a different costing exercise.
Glazing and solar gain
Full-height glazing with a view is full-height glazing with solar load. AC capacity, film and shading need to be considered together.
Wet area restrictions
Moving bathrooms and kitchens crosses slabs above neighbours. Expect restriction, and expect proper drainage design where it is permitted.
Noise and hours
Dense residential occupation means tight windows for noisy work, and neighbours who will report breaches. Programme accordingly.

What has to be in place before work starts, and how long it realistically takes.
Emaar building management
Downtown is Emaar stock, and the building management here is among the strictest in the city. The fit-out NOC, the refundable deposit, the permitted working hours, the contractor induction and the standard of common area protection are all set and enforced closely. Allow longer than you would in a less regulated district.
The Dubai Municipality permit
Where the works touch structure, drainage or the approved layout a Dubai Municipality building modification permit is required on top. Consultant drawings are prepared and submitted before anything is demolished.

How We Price a Downtown Dubai Renovation

After the survey you receive a bill of quantities — every element of the work listed, quantified and rated, so you can see what each part costs and what it is you are agreeing to. That document is what the fixed price is built on, and it is what we get measured against later.
It matters for two practical reasons. You can compare our price against another contractor’s line by line instead of guessing why one number is bigger. And when something changes mid-project — and in a 2008 to 2016 building something usually does — there is an agreed rate for it already, rather than a negotiation while your apartment is in pieces.

Do I need Emaar approval as well as a municipality permit?
For anything beyond redecoration, expect to need both.

How long does a Downtown apartment take?
Fourteen to twenty-two weeks on site for a full refurbishment, plus approvals and procurement beforehand.
The variable is almost always procurement. Imported joinery and stone carry long lead times, and a programme that orders them after the strip-out rather than before it adds weeks that nobody can recover.
Can I change my flooring to stone?
Often yes, subject to building rules on loading and on acoustic performance between floors.
Many towers require an acoustic underlay specification with hard flooring, precisely because impact noise travels to the apartment below. It is worth confirming before the stone is ordered rather than after it is laid.
Why do Downtown approvals take longer?
Because Emaar's building management is among the strictest in Dubai and enforces its fit-out rules closely. Contractor induction, insurance, deposits, protection standards and working hours are all checked rather than assumed, and an incomplete submission is returned rather than waved through. Generally yes. The stock dates from roughly 2008 to 2016, so the services are at or approaching the point where they need attention, and the locations are not replaceable.
