Renovating in DIFC
DIFC is not governed the way the rest of Dubai is. It is a financial free zone with its own authority and its own approval process, which means a contractor who only knows the Dubai Municipality route is learning on your project.
The residential stock is predominantly high-specification apartments in managed towers, and the towers are run tightly. Fit-out works are controlled by the building’s owners association as well as the authority, and both have to be satisfied before anyone lifts a tool.
We are currently delivering a full apartment refurbishment in DIFC, so the process is not theoretical for us.

What We Typically Find in DIFC
The things worth knowing before you set a budget.
Two approvals, not one
The authority route and the building’s own fit-out NOC are separate consents with separate documentation. Both are required, and the building will not release access until its own is in place.
Owners association scrutiny
Managed towers review the scope properly — method statements, insurances, contractor credentials. A weak submission is refused rather than queried, which costs weeks.
Wet area restrictions
Moving a bathroom or kitchen means crossing a slab that sits above somebody else’s ceiling. Most towers restrict it heavily, and where it is allowed the drainage falls have to be designed rather than assumed.
Lift and loading logistics
Everything in and out goes through a service lift on a booking. Material deliveries, waste removal and joinery sizes all have to be planned around it, and a door that will not fit the lift is a genuine problem.
Working hours
Residential towers restrict noisy work to defined windows, and DIFC buildings are strict about it. A programme assuming full days will slip.
High specification expectations
DIFC clients expect stone, joinery and brassware at a level where lead times drive the programme. Ordering against a measured bill at the start is the difference between sixteen weeks and twenty-four.

What has to be in place before work starts, and how long it realistically takes.
The DIFC approval
DIFC is a separate jurisdiction with its own authority and its own property register, so a fit-out approval here does not go to Dubai Municipality. The submission is made within DIFC, with drawings, a registered contractor and current insurance, and the inspection regime is DIFC's own. A contractor who treats a DIFC apartment as though Dubai Municipality were the authority will be stopped.
The owners association fit-out NOC
Separately, the building's owners association issues its own fit-out NOC and sets the refundable deposit, the permitted working hours, the service lift procedure and the common area protection standard. Both permissions must be in place before work starts.

How We Price a DIFC Renovation
Benstead is run by a quantity surveyor, and it shows in the quotation more than anywhere else. We do not price an apartment by walking through it and naming a figure. We measure it.
After the survey you receive a bill of quantities — every element of the work listed, quantified and rated, so you can see what each part costs and what it is you are agreeing to. That document is what the fixed price is built on, and it is what we get measured against later.
It matters for two practical reasons. You can compare our price against another contractor’s line by line instead of guessing why one number is bigger. And when something changes mid-project — and in a 2006 to 2015 building something usually does — there is an agreed rate for it already, rather than a negotiation while your apartment is in pieces.

Does DIFC follow the Dubai Municipality permit process?
No. DIFC is a free zone with its own authority and its own approval route.
That is the single most important thing to understand before appointing anyone. A contractor who assumes the municipality process will submit to the wrong body and lose weeks. We confirm the current route with the authority and the building before anything is submitted.
What does the building need before we start?
A fit-out NOC from the owners association, supported by the usual pack — title deed, the contractor’s trade licence and appointment letter, insurance certificates and a method statement.
Buildings vary in what else they want. We establish the specific list for your tower rather than assuming, because an incomplete submission is the normal reason a start date moves.
Can I move my kitchen or bathroom?
Sometimes, and it depends on the building and the slab.
Drainage runs in the slab or in a ceiling void below, which belongs to your neighbour. Many towers restrict wet-area relocation for exactly that reason. Where it is permitted, falls and access have to be properly designed. We survey the drainage before pricing rather than after.
Does a DIFC renovation go to Dubai Municipality?
No. DIFC is a separate jurisdiction with its own authority and its own property register, so the approval is made within DIFC rather than to Dubai Municipality. Your building's owners association issues a separate fit-out NOC covering access, deposits and working hours. Both are needed, and a contractor who assumes a Dubai Municipality route will lose weeks.
How long do DIFC approvals take?
Allow three to six weeks from a complete submission for the DIFC approval and the owners association fit-out NOC running in parallel. Incomplete drawings are the usual cause of delay rather than the authority itself, which is why we prepare and submit the full set rather than the minimum.
Are working hours restricted in DIFC towers?
Yes, and more tightly than in most residential districts, because the towers sit alongside offices and the buildings protect their commercial tenants. Permitted hours, lift bookings and noisy-works windows are set by building management, and they shape the programme more than the work itself does.
