Renovating in Emirates Hills

Emirates Hills is Dubai's most established prime residential address, and the defining fact for renovation is that there is no such thing as a standard property here.

Every plot was sold for individual design, so layouts, structural arrangements, services and specification differ completely from one house to the next. There is no type to price from and no shortcut worth taking. Every project begins with a full measured survey.

The specification expectations are correspondingly high — book-matched stone, imported joinery, specialist brassware, integrated automation — and all of it carries long lead times. Getting specification decisions made early is what protects the programme.

Discretion matters here as much as craftsmanship. Site conduct, vehicle movements and confidentiality form part of the brief rather than an afterthought.

Property types you will find here

  • Individually designed and self-built mansions on large plots
  • No standard types — every property is unique in layout, structure and specification
  • Substantial plots, most with pools and extensive landscaping already in place
  • Golf and lake frontage on many plots

Emaar requires approval for any alteration to the villa. See our guide to the Emaar NOC and Home Modifications permit for how the application works.

Emirates Hills is the top of the Dubai villa market, and the renovation briefs reflect that: bespoke joinery, stone, integrated systems and landscape work on a scale that does not appear elsewhere. Plots and houses are individually designed rather than built to a type, so nothing here can be priced from a community template — every project is measured from the actual house.

On Survey

What We Typically Find in Emirates Hills

The things worth knowing before you set a budget.

No standard layout

Properties here are individual. Every project begins with a full measured survey; there is no type to price from and no shortcut worth taking.

Specification expectations

Book-matched stone, imported joinery, specialist brassware and integrated automation. Long lead times on all of it, which makes early specification decisions the critical path.

Discretion

Owners here expect works to be conducted quietly and privately. Site conduct, vehicle movements and confidentiality are part of the brief rather than an afterthought.

Substantial MEP

Larger properties carry proportionally larger services installations. Plant rooms, pool plant, generators and automation all need coordinating rather than treating as separate packages.

Landscaping as a major package

External works on these plots are frequently a project in their own right — pools, guest majlis, outdoor kitchens, extensive planting and irrigation.

Programme discipline

Larger projects amplify sequencing errors. A measured programme with named critical-path items matters more here than anywhere else.

Approvals and Programme in Emirates Hills

What has to be in place before work starts, and how long it realistically takes.

The Emaar Community Management NOC

Emaar Community Management issues the NOC, applied for through the ECM portal under home modifications. Any alteration to the villa needs approval, and the terms and conditions are accepted before the submission goes in. Expect to provide drawings, a registered contractor, current insurance and a refundable deposit held against damage to common areas. ECM's toll free line is 800 EMAAR (36227).

What Emaar will not approve as of right

Exterior changes. Emaar's community rules do not permit alterations to the external appearance as a matter of course, and lights cannot be fixed on top of, or on the community-facing side of, boundary walls. Pergolas, carport extensions and re-doing a pool each need their own NOC. The exterior alterations guide and the pergola and carport NOC cover what is and is not allowed.

The authority permit

Where the works touch structure, drainage or the approved layout, an authority building modification permit is required on top of the community NOC. Consultant drawings are prepared and submitted before anything is demolished. Work that stays inside the existing layout frequently needs no permit at all, which is worth establishing early because it removes several weeks from the programme.

Both sit with us. You are not the one chasing an approvals desk — we prepare the drawings, make the submissions and carry the correspondence. The Emaar NOC guide sets out the route in full, and there is a plain explanation of when a permit is actually needed.

How We Price

How We Price an Emirates Hills Renovation

Benstead is run by a quantity surveyor. We do not price a villa by walking round it and naming a figure. We measure it, and you receive a bill of quantities — every element listed, quantified and rated, so you can see what each part costs and what it is you are agreeing to.

That matters for two practical reasons. You can set our price against another contractor’s line by line instead of guessing why one number is bigger. And when something changes mid-project — and on a renovation something usually does — there is an agreed rate for it already, rather than a negotiation while the house is in pieces.

For an indicative range in about a minute, use the Dubai renovation cost calculator. Before you sign anything, why renovation quotes vary and red flags in a renovation quote are worth ten minutes.

Questions

Emirates Hills Renovation FAQs

Why can't you give me a rate per square foot?

Because it would be meaningless. In a standardised community a rate per square foot is a reasonable planning tool.

Here, two properties of identical floor area can differ in cost by a factor of three depending on specification, structural complexity and the scale of the services installation. We survey, measure and produce a bill of quantities — anything else is a guess dressed up as a number.

How do you handle privacy during works?

It is agreed at the outset and written into the contract rather than assumed: vehicle movements and parking, delivery timing, which operatives may access which areas, photography restrictions, and confidentiality obligations flowing down to every subcontractor.

We do not publish project imagery from private residences without written consent.

Can you price an Emirates Hills villa from the floor plan?

No, and neither can anyone else honestly. The houses are individually designed rather than built to a community type, the specification expectations are high, and the proportion of bespoke joinery and stone is far greater than in a standard villa community. We survey and produce a measured bill of quantities, because a rate per square foot applied to a house like this is a guess with a decimal point.

Who issues the renovation NOC here?

Emaar Community Management, through the ECM portal under home modifications. Any alteration to the villa needs their approval before work starts, and you will need drawings, a registered contractor, insurance certificates and a refundable deposit. Where the work touches structure, drainage or the approved layout you also need a Dubai Municipality modification permit on top.

Can I change the outside of my villa?

Not as of right. Emaar's community rules do not permit exterior alterations as a matter of course, and that extends further than people expect — boundary wall lighting on the community-facing side is specifically restricted. Pergolas, carports and pools each need their own NOC. Approval in advance is considerably easier than retrospective approval, and reinstatement at your own cost is a real outcome.
