Owners often assume that replacing an existing pool is maintenance rather than alteration. Emaar's guidance is explicit that re-doing a pool needs permission.

A new pool is a larger proposition again: excavation, a structural shell, plant, and a drainage and backwash arrangement that has to be designed rather than improvised. That is firmly authority permit territory as well as community NOC territory.

Access is what actually decides the cost

In Emirates Living in particular, plots are efficient and the gaps between villas are narrow. Whether an excavator can reach the rear garden changes the excavation method, and the method changes the price materially.

Where machine access is impossible, spoil comes out a different way and the programme lengthens. This is the single biggest variable in a Springs or Meadows pool quotation and the one most likely to be glossed over by a contractor who has not surveyed the access route.

Plant, drainage and where it all goes

Filtration plant needs a location that is ventilated, serviceable and not directly outside a bedroom window. Backwash needs somewhere legitimate to discharge.

On a compact plot, plant location competes with AC condensers, irrigation controls and storage. Deciding it at design stage is how you avoid a permanent eyesore three metres from the terrace.

The programme

Allow several weeks for community and authority approvals before anything is dug, then a meaningful construction period for shell, waterproofing, services, finishes and commissioning. Pools are not a two-week job and any quotation suggesting otherwise is worth a second look.

Do not forget the boundary

Pool construction means heavy deliveries and plant movements past kerbs, walls and landscaping that are community property. Damage gets reinstated at the contractor's cost before any deposit is released, which is a reason to protect properly on day one rather than apologise in week six.

A pool is its own approval

Emaar treats a swimming pool as a distinct NOC rather than as part of a general home modification. That means a separate submission with its own drawings, its own assessment and its own conditions, and it applies to re-doing an existing pool as much as to building a new one.

The practical consequence is sequencing. If you are renovating the house and adding a pool in the same project, you are running two approvals rather than one, and they do not necessarily move at the same pace. Raising both at the start avoids a position where the house is finished and the garden cannot be touched.

What the assessment looks at

Position on the plot and the resulting setbacks. The location of the plant and how it is enclosed, because filtration equipment is both noisy and visible. The drainage and backwash connection, since discharging to the garden or the storm system is not acceptable. Safety provision, particularly where children are resident in the community.

Access during construction also forms part of it. Excavating a pool produces a substantial volume of spoil that has to leave the site, and on a villa plot in an established community the route for a machine and a truck is a real consideration rather than an afterthought.

The authority permit sits alongside

Emaar's NOC is the community's consent. A Dubai Municipality swimming pool permit is required separately, and it is a modest fee — a few thousand dirhams on a typical villa pool. Both are paid at cost and sit outside the contract sum rather than being marked up inside it.

Doing the pool with the renovation

If you are renovating the house and adding a pool, doing both together is materially cheaper. Site set-up, welfare, skips, protection and supervision are paid for once rather than twice, and excavation plant can reach the garden far more easily before the internal finishes are in.

The constraint is that you are running two approvals on different tracks. The home modification NOC and the pool NOC are separate submissions, and the Dubai Municipality pool permit is a third. Raising all of them at the start is what keeps the sequence intact — otherwise the house finishes and the garden sits untouched waiting on a consent that was never started.

What a pool quotation often leaves out

Chilling is the item most often absent from a low pool price and the one most people in Dubai end up wanting. Water in an uncovered pool reaches the mid-thirties through the summer, which is warmer than most people find pleasant, and a chiller is a real cost in both plant and running expense.

Also worth budgeting separately: the surround and its falls, shade over any seating area, and the landscaping that makes the pool part of a garden rather than a rectangle of water in a lawn.
