Who actually manages your community

This causes real confusion, so it is worth stating plainly. Dubai Properties communities are managed by Dubai Holding Community Management, which also manages Nakheel and Meraas communities.

The management company is shared. The portals are not — Dubai Properties owners use the Dubai Properties portal and app, Nakheel owners use Nakheel's online services, and Meraas owners use theirs. Applying through the wrong one is a way to lose a week.

The sequence is the same everywhere

Community consent first, authority permit second, then work. The community NOC is normally a supporting document for the Dubai Municipality modification permit, so starting it late delays everything behind it.

Expect to provide drawings of the proposed works, your contractor's trade licence and insurance, and details of who will be on site.

Who actually manages these communities now

Dubai Holding Community Management now manages the Nakheel, Meraas and Dubai Properties portfolios. That consolidation confuses people, because it sounds as though there should now be one process.

There is not. Each brand keeps its own portal — onlineservices.nakheel.com, eservices.meraas.com and eservices.dp.ae respectively — and the processes behind them differ. A Dubai Properties community is still approached through Dubai Properties' own route, not through Nakheel's, however the management structure is drawn.
