The fit-out permit is DDA’s standard route for interior works in its zones. The application requires NOCs from the main contractor, the main consultant and the plot owner, and the permit is time-bound — DDA publishes a separate renewal service for works that run past it.

What it covers

Interior fit-out within an existing building in a DDA zone — offices, retail units, studios and the interior works in residential buildings under its jurisdiction.

Where the works go beyond the interior and alter the building itself, that is a building modification permit rather than a fit-out permit. Establishing which one applies is the first question, not a detail.

The three NOCs

DDA requires no-objection from the main contractor, the main consultant and the plot owner. That is worth planning around, because it means three parties have to be appointed and in agreement before the permit application is complete.

In practice this is where fit-out applications stall. A tenant with a signed lease and a contractor lined up discovers that the landlord’s NOC takes longer to obtain than the permit itself. Start it early.

It expires

The permit is issued for a period rather than indefinitely, and DDA publishes a renewal service precisely because works overrun.

Renewing is straightforward if you deal with it before expiry. Working on an expired permit is not a paperwork problem, it is an unpermitted works problem, and it is treated as one.

Hours and night work

Where fit-out works need to run outside normal hours — common in occupied office buildings and retail, where daytime noise is impossible — DDA issues a separate night shift work permit.

It is a separate application, so it needs to be identified at programme stage rather than requested the week you need it.

Who submits

A consultant registered with DDA, working with a registered contractor. An unregistered firm cannot submit, which is why registration belongs in your appointment decision.

This is the detail that stalls DDA submissions more than anything else. In a building where the original consultant demobilised years ago and the plot owner is a corporate entity with a slow internal process, collecting those three can take longer than the permit assessment itself. Start it in parallel with the design, not after it.

Fit-out or modification?

DDA issues both, and they are not interchangeable. A fit-out permit covers work within the existing building envelope — partitions, finishes, services within your demise. A building modification permit covers altering the building itself, meaning structure, drainage or the approved layout.

Renewal, and running out of time
