What to ask before appointing
Three questions, in order. Is your trade licence current and do its activities actually cover construction or fit-out work? Are your insurances current? And are you registered with DDA?
The third is the one people forget, and in a DDA district it is the one that decides whether the project can start. A contractor who has worked in Dubai for years may never have worked in a DDA district and may not be registered.
Why DDA checks rather than assumes
DDA's districts contain a mix of residential and commercial towers with shared services, shared access and commercial tenants whose operations are affected by construction. Registration is how DDA maintains a known population of firms operating in that environment.
The practical upside for an owner is that the process is predictable. A registered contractor has filed before, knows the document set and will not be learning the system on your project.
Registration and the permit are not the same
Registration lets a contractor submit. The fit-out permit or building modification permit is what authorises the work, and that still requires its own submission — including, for a fit-out, NOCs from the main contractor, the main consultant and the plot owner.
Building management consent is a third thing again, covering lift bookings, working hours and protection of common areas. Three separate permissions, and all of them have to be in place before work starts.
