Rare Rain Is the Problem, Not the Excuse
Dubai gets little rain, and that has produced a widespread assumption that waterproofing is a formality. It is the opposite.
Long dry periods with intense UV and extreme surface temperatures degrade membranes faster than steady rainfall ever would. Bitumen goes brittle, laps open, and upstands pull away — and none of it is visible until a heavy downpour arrives and finds every one of those defects at once. That is why a single storm produces so many Dubai leaks simultaneously.
The second issue is falls. Flat roofs and terraces need a designed fall to outlets. Where the screed was laid flat, water ponds, and standing water finds a way through defects that would never leak under runoff.
The third is detailing. Most leaks are not membrane failures in the middle of a roof. They are upstands, outlets, parapet junctions, pipe penetrations and door thresholds — the places where the membrane has to turn a corner and where careless work shows up years later.

Investigation is worth paying for. Applying membrane over a leak whose source has not been established is the most common failed repair we are called in to correct — the water simply finds the next route and reappears somewhere else three months later.
Where a roof has already been overlaid more than once, stripping back to the deck is usually cheaper over any sensible timescale than adding another layer.
What Decides the Price
The things worth knowing before you set a budget.
The leak is rarely where the stain is
Water tracks along slabs and through screed before it appears. Finding the entry point is a diagnostic exercise, and patching the stain is why the same leak is repaired three times.
Falls that do not reach the outlet
Flat roofs and terraces laid level, or falling towards a parapet. Standing water finds every weakness in a membrane and accelerates its failure.
Outlets and upstands
Membrane that was never dressed into the outlet or taken high enough up the upstand. These two details are where the majority of roof failures begin.
Previous repairs on top of each other
Successive coatings applied over failed systems without stripping back. They trap moisture between layers and the next coating fails faster than the last.
Parapet and coping
Capping that sheds water onto the wall rather than away from it, and joints that were never sealed. A classic source of a leak that presents itself as rising damp.
Thermal movement
A Dubai roof slab moves through a wide daily range. A membrane without the elasticity to accommodate that will split at the stress points however well it was laid.

What has to be in place before work starts, and how long it realistically takes.
Usually no permit, often an NOC
Like-for-like waterproofing to an existing roof does not normally need an authority permit, because it does not change the structure or the approved layout. It will usually still need your community or building NOC for access, contractor registration and working hours.
Where it becomes a permit matter
If the works involve altering the roof structure, forming new outlets through the slab, or changing the external appearance — a new parapet or roof covering visible from common areas — then a Dubai Municipality modification permit and developer consent come into it. We establish which side of the line your work falls on at survey.

Roof & Waterproofing FAQs
Why does my roof only leak in heavy rain?
Because light rain runs off before it can find small defects. Heavy or prolonged rain creates standing water that has time to work through open laps, failed upstands and blocked outlets.
A roof that only leaks in a storm is not a roof with a minor problem. It is a roof whose defects are only tested a few times a year.
How long should waterproofing last?
A correctly specified and detailed system should give ten to twenty years depending on type and exposure.
Systems that fail early almost always failed at the detailing rather than the membrane — upstands too low, outlets poorly dressed, or a tiled finish laid straight onto the membrane and puncturing it.
Why does my roof still leak after it was repaired?
Because the repair was almost certainly made where the stain appeared rather than where the water enters. Water tracks along slabs and through screed before it shows, sometimes several metres from the entry point. Without a proper investigation you are sealing the symptom, which is why the same leak gets repaired repeatedly and why we survey before quoting rather than after.
Does rare rain mean waterproofing matters less in Dubai?
The opposite. Rain here arrives rarely and heavily, so a roof that would cope with steady drizzle is overwhelmed in an hour. On top of that, the daily thermal cycling is severe enough to split a membrane that lacks elasticity, and AC condensate runs across roofs and terraces year round. The exposure is different from a temperate climate, not lighter.
Should the waterproofing be tested before it is covered?
Yes, and you should insist on it. A flood test fills the area, stands for twenty-four hours and is checked below before any protection layer, screed or tile goes on. If a contractor treats that as an unusual request, that tells you something. We carry it as a priced line in the bill of quantities rather than as a promise.
